is under 21 management possible if so how do you do it

Go onto the national team screen of a country (e.g. England, France, Germany, Spain etc.) and go onto their U21's, then click 'Apply For Job'.

They must have a vacancy for the spot before you can apply.

or when yoou start a game pick a national team then go to their under 21s and click take control

Yes, you can. I did with Juventus and both the English and Belgian national U21's teams.
