under 21 team gone

after my first season, all my u21 players contracts expired and now there is no geniune u21 players. i assigned my head of youth to sort contracts out. is this a big problem, if so should i try and sign a load to have a u21 team?

All of my U21 team is full of regen prospects who I think are too good for U18. I take academy very seriously.
