Unlockables : No Work Permits : How Do I Install???

I purchased teh 'no work permits' unlockable from the store, but how do I install it? I'm still unable to sign some players due to work permits.

Any help much appreciated. Thanks in advance

I think it's through the Steam workshop mate.

Are you playing the full game or FMC cause as far as I was aware you can only use it on FMC i think?

All the unlockables are for fmc, only the data editor for normal version.
