Unlocking African Leagues

I remember seeing someone post about unlocking African leagues in the editor, a while back.

I can't seem to find anything by searching and I don't want to open the editor ATM.

Does anyone know if you can actually unlock these leagues, and if so what countries can you get?
 
Haven't heard of unlocking them but you can add them on the editor. Keep a look out for my additional leagues (link below) because i'm working on adding the like of Ivory Coast, Egypt and Nigerian leagues over the next few days
 
It was only a couple nations supposedly. They are all ready to go, just weren't put into the game.

I'd like to know for sure or not before I start my new save on my new PC, I'm hoping to run most nations and 100k+ players.
 
When they mean unlocking, they mean that some have leagues ready to be put together in the editor
