Is FMRTE the same as the editor in Steam?

just an random question because my netbook won't let me load the steam editor,plus after looking on Youtube the editor thats in the steam folders looks different to the one i use which is the FMRTE editor

FMRTE is a real-time editor. You can change just about anything during game-time.

No.

FMRTE allows you make changes to your current Saved Game. But the actualy Editor lets you make changes to the core data that FM uses.

Ahh right thought it looked different,is there any reason why it won't let me use the core editor?
it says it's already running when it isn't
something to do with the fact im playing on a netbook?
