Upgrade of facilities without announcement

I started FM13 Classic mode career as manager at Hinckley United (6th league UK). I had poor training facilitees and none young facilitiees. One year after (I won promotion that year) without announcements and my requests I have Good training fac. and Adequate Youth fac.
Is it bug?

I guess i have found explanation for youth facilities - club started to rent it.
But i still have no explanation how training grounds improved...
