Uploading editor data to steam?

I've just made some changed to the database and I want to upload the database to the steam workshop, but I've got no idea how to do that. I've been looking for a while now but not found anything online, looked through the menus in-game in the FM17 and the FM17 editor, no joy. Am I being dense? I thought it was really easy to upload to the steam workshop?

When you save the file in the editor, there is a the "save - publish to steam - cancel" buttons at the bottom of the popup box.
