using shouts with downloaded tactics?

I am unable to sue shouts that I have saved when I use tactics that I have downloaded, the "instructions" button is grayed out in the TV view. Is there a way for me to create shouts or even use shouts during the game when using downloaded tactics?

Sounds like your downloaded tactics are in classic mode, in classic you can't use shouts.
