What are the best Nations/regions to scout?

Hello!
Just wondered if anyone could give me some advice on what are the best nations/regions to scout.

Im looking for youngsters with great potential but ideally at a low cost if possible?

Seconded. Especially Mexico tends to produce quality youth players. Shame that for some reason, many of them are not too keen on pursuing further career in Europe, in my saves.

USA produces decent potentials as well, but the draft protection rules somewhat complicating their development.
