What does PA -9 mean?

Hey guys..

As the title says: What does PA (Potential Ability) -9 mean?

And what is the difference between -8 and -9?

Is it better to have -9 in PA than 170 ie.?

-9 PA is a random PA between 150-180. All negative PAs are random. -8 is random between 130-160.
