What happens if you can't payback a transfer clause?

I owe Everton 10mil after a few more Fellaini goals, but I got overexcited and bought Kroos when I saw he was unhappy, and I now have no budget left!

What'll happen if I just leave it and don't have the money when I have to pay?

That money will come out of the cash balance.

It won't affect your current budget, but will come out of the bank. It will probably cause a reduced transfer budget for the following season as well.
The risk is that if you use too many of these, the club will go into administration.
