What is the 'Blog System'?

I have heard a bit about this up and coming 'blog system' now, and I was wondering what it is exactly? When is it launched? What does it involve? Will it replace the forum?

Something that will be attached to your user profile, I imagine a thread will be made which will allow you to advertise your blog to others.
