Barca i think...at least for value for transfer budgets it's prob city

that's a very general question. if you're talking about which club is the most in terms of its value, it's Barca. Yet, you're not likely to get as big a budget as you would with City or Real Madrid.

Arsenal actually have a rather large transfer budget in the game.
I haven't played City, PSG or Real Madrid but Arsenal got a higher one than Barcelona atleast.
