What is this pack? And where can I find it?

I'm looking for a flag pack, including all the flags as usual from all the different nations.


The flag pack and the flags look like this:

And here is a link to a Photobucket containing them all. But I wish there is a pack somewhere to download instead, because manual saving is pretty tough
