What League1 Players Should I sign?

Okay, I've just made my Shrewsbury team promote from League 2, and now I'm facing a bit of a problem. With the team of last season I stand no chance in League 1, especially when my loaned players contracts expired.

What would you recommend to do now? Go through everyone who is listed for loan and try luck? Or try to sign free agents (but I can't see most of their skills, so it's quiet a luck factor.. :\)

Always comes up in scout searches and a good lower player.
