What settings are needed to make a counter-pressing tactic?

The only things I can think of is "high defensive line", "close down more", and possibly "retain possession" but that stops a lot of goal scoring opportunities.

Has anybody else developed a counter-press tactic? Ideally 4-3-3/4-1-2-2-1.

Counter with a high pressing line?... I'm not sure you understand exactly what you're trying to do here.
What exactly do you have in mind. Explain a few scenarios of what you're trying to do, how you plan to exploit the opposition and what you're trying to do to create these opportunities?

I know what I'd do to set up a counter-pressing system but Before I give you advice, I need to know what you have in mind since there's 100 different way of executing that style of play.
 
sounds like he like to win the ball fast and then fast do a score chans
 
pass into space
don't select retain possession
no pass it shorter, neither long pass, let players deal with it in game
high tempo
close down much more
no play out of defence
clear to flanks
hit early and whipped crosses if you have fast players
run at defense
