What team would you recommend?

Hey, i'm wanting to start a new campaign and need ideas on what team to go as, I want the following....

- A 2nd division European league (not England)

- Team that is predicted to come between 4th and 9th so its a challenge to win

- Has a little bit of money to spend at start and spare wage bill

- One or two strong up and coming youth players

- Quite a nice balanced squad

Also I would prefer it to have quite good youth facitilities but this isn't as important.

I usually prefer playing in the French/German divisions
