whats non Eu National?

a pl;ayer who isnt from a european nation. eg he might be russian, or from asia or south american. certain leagues restrict the number of non eu players allowed per squad to protect home grown talent.

some players have dual nationality, eg roberto carlos is both brazilian and spanish so even though he plays for brazil he can be classed as spanish so he doesnt need to be registered as a non eu national
 
In addition to any league rules, most EU countries require a work permit to play football in them. If you're from another EU country, or have that nationality, then you do not need a work permit.

Further issue is that I remember in past FMs that you didn't need a work permit for players from EFTA nations such as Iceland and Norway, both of which are in EFTA (European Free Trade Association) but not in EU.
