What's the effect of changing nationalities?

I have changed the nationality of some players for a scenario I am working on. My question is, what is the effect for the regens?
Does the country determine what the regen nationality is or does the city of birth determine the regen nationality?

Regens aren't generated from old players anymore, they are just new players. A more correct term to use would be 'newgens' but since the old one has stuck albeit the meaning has changed.
