I'm in October of 2012/2013 and the Premier League hasn't started yet. There are no premier league games for me on the fixture list and other leagues from other countries are almost 10 weeks into their fixtures. Last season the Prem league started in August...?

If you're working on a downloaded database then perhaps the creator messed it up. I've never had the issue on the official patch.
