When does the Bulgarian transfer window open?

I want to send Ryo Miyaichi to my feeder club which is in Bulgaria because it is only 3 years, but it says that the transfer window over there has not opened yet, but it is open over here in North London. I've searched high and low but I can't find the answer.
 
Go to the bulgarian league table. In the lower right corner of the screen there should be a 'rules' button. There you will see when the transfer windows for that league are.
 
If Bulgaria is selected as a playable country, you can find the league by clicking World -> Bulgaria -> League name
If it isn't, find a player with bulgarian nationality and click on the country flag.
