Where is my data editor?

I want to use some of the lower tiers, not currently on fm, and to do so it says that I have to save a file to my data editor folder, which you find by going to sports interactive, football manager 2011, tools, and data editor, but when I go to football manager 2011, there isn't a folder within it called tools.

EDIT: By the way, I don't know if it has any relevance, but I installed fm 2011 using the disk, not steam.

But they only say by phone, steam, or mac, nothing about if you downloaded it on windows xp without steam.
