Where is the pre-game editor?

hey boys!
I want to find the pre-game editor, but its no where to be found...
I bought the in-game editor, shouldnt it follow?
i got it all on steam, so its like i havent installed anything.

In Steam, click on games and select tools. FM Editor is in tools.
