Which clubs produce the best players?

I have just been asked to chose a feeder club (where I have first pick on their youth players). I was looking at Boca Juniors but I thought players can't come over until they're 18?? Not sure.

What teams (smaller than Chelsea) produce good young players (regens) ?????
