Want to make a super team. So im wondering which team has the biggest transfer budget

psg or better. if u get leicster promoted to the premier league you get 30 mill to spend if you set expectations to to finish in top half only. nearly 40 mil for top 6.

Whats the point with playing with a team like man city?
