which Team should I take?

So I'm starting a new game in FM12 and am looking for a new team. However i'm lost for choice and need help. What I'm looking for is a team with a good youth system, good transfer fees at the beginning of a game and is not a big club like Chelsea, Manchester United, etc, etc. Please post the name of the team and their transfer budget for minimum expectations.

Arsenal (they were big team, but their squad is very average, though they have one of the best youth system), Everton, Tottenham, don't know their transfer budget but should not be over 30 mil
