Who to play as for the 'hero' steam achievement?

Never started in the bottom leagues before so can someone recommend to me who to start with?

I'm looking for a team with goodish youth facilities or a decent transfer budget.

Theyre in the national league which is the 3rd tier. I loaded up the CFA which is the 4th tier but couldnt play in it. Im not sure if thats just me or its not available for everyone.

They are predicted first in the league, are worth the most, and have a very decent stadium

trying out tenerife in for the spanish hero challenge good players tho have a high wage budget

tuff to say for the brazil hero fm 11 did it with fortaleza this year trying it with ipatinga good thing is you can usually loan in quality youngsters on season loans and theres no limit try cruziero some qaulity players there
