Why can others get Fierro so cheaply??

I have read many posts saying that people are able to get Carlos Fierro for less than $4 million. I am playing Roma and I get rejected even when offering $17+ million in 2013 he is valued at $4 million. Now I wouldn?t pay more than $10 mill for him. But what am I doing wrong...am I asking at the wrong time etc I have very good strikers but now it?s become a personal goal to sign him LOL

You have to get him at the beginning of the game. He's only on a youth contract, so you can "approach to sign" and only have to pay 1.2M compensation.

Before long he'll turn 17, sign a pro contract with Chivas and then it gets harder to pry him away.
