why can't i download tactics

any tech peeps wanna tell me why i can't download tactics. i can do face pacs and logos and use winrar to extract them but tactics come up as a differant type of file. it was not a prob in 2009 but i can't do it now. help would be appriciated

dont' extract them, when you download them, click save not the other option

you dont need to extract tactic files usually, just place them in the tactics folder
