Why can't I get scout reports on Agent Recommended players ?? BUG ?

I literally just started my game up. Hit CONTINUE for the first time and 2 agents have recommended what appear to be somewhat decent players.

The next logical step would be for me to compile a scout report on the player. Even the player info box says You need to a request a member of your scouting staff to compile a report on this player.

Well, I go to the top right under Scouting and the only options I have are:

Add to shortlist
Compare with

wtf ?? I tried randomly going to some other team like Arsenal and A.C Milan and clicking a random player - I can get a scouting a report on the player there via the Scouting Menu but on a freshly agent recommended player I can't?

Anyone else notice this?

It's not a bug.
It just means that the player is located outside of your scouting range,so you can't scout them.
This is most likely only a problem if you manage a smaller club with more limitations though.
