Why can't I manage my U19's?

Decided I want to manage my U19's, so I went to team policy/U19's and clicked control team. Nothing else was ticked, so I clicked confirm. My team policy looks like this View attachment 208134.

But for some reason the squad selection is still like this View attachment 208133

Also, another issue I have had for a while but ignored, for some reason this kids View attachment 208135 transfer notification is always at the top, and the negotiation screen has always been like this (it started at the beginning of the season).

But the transfer has never gone through and I can't cancel it or make it go through.

edit : also, sometimes when I go to the u19 squad, it has the senior squad (only) selected in the filters, I have to uncheck it then check u19's.
