Why can't you approach to sign certain players near the end of their contract?

I found the young Daniel Sturridge has but 4 months left on his contract, you can approach most players to sign them at around that many months left. Why can't you approach to sign certain players?

I presume you are also an English club. English clubs can't sign players on a pre-contract from other English clubs.

English teams cant get players from other English teams until the last 6 weeks of their contract on a pre-contract

How does one create a shotlist of players with expiring contracts? I can customise a shortlist to do that but the results always appear for players that I already have shortlisted.I want to see the expiring contracts in the entire database that i'm playing in.

in the filter you can select ''contarct-- ending''

I do select that but it still gives me like 9 players whom which I already have shortlisted
