Do you get told anything when you hold the mouse over Italy?

Often, when an option is greyed out, holding the mouse of it will give you an explanation.

Well if you edited Serie A by adding a newly created team there ,then you need to know another team need to be removed cause you cant play with 21 teams and other settings need to be done to make the league legit... other else the league will be corrupted and cant be selected when you start a new game
