Why won't players go into negotiation with me?

I just created a new team via the editor, put it into the premier league, gave it the highest reputation and gave myself over 1 billion pounds transfer and over 2 million pounds wage budget. The only thing, is that I haven't put in players to my team, I've left it blank so I can buy them (hence the huge transfer budget). The only problem is that I can't negotiate a contract with any big players, and very small ones. I've tried flattering them etc. and it's not working. What should I do? I get accepted by the team and then can't go further...

probably because there is no team there, who would move to a team that may not be able to compete in a match due to only having half a dozen players

I also tried moving my reserves to the first team and that didn't help either... is there anything else I can do?

dont know, short of trying it with a real team

I was thinking of buying some players that belong to an agent that represents another player I want? Or maybe I should just create some players?

Try restarting the game and checking 'add players to playable teams' ? I've created clubs before (admittedly all lower league) but never had any problems signing people.
