Why won't regens sign for me?

In 2017 at the most reputable and richest club in the world and on intake day no regens ever want to sign for me. Even the ones that do accept my offer but then sign on with their club!

What influences this? It didn't seem to be this hard earlier on in the game (irl)

Plus, I have the highest youth facilities, recruitment and coaching possible but never bring in a 2+ star potential player.
 
I've had this happen to me before too where they sign for less for their original club. I'm going to say that it has something to do with his loyalty rating and favored personnel. If their original club rep is high enough and their loyalty rating is high the likelihood of them signing with the club they spawned instead of yours is alot greater. As for lower then top teams should have no issue really signing them unless their loyalty is like a 20.
 
I'm even doubling their wages and adding clauses and they still won't sign despite being extremely interested. They even accept the offer but sign for their club anyway.

It actually feels bug worthy, the amount of money i'm offering...

i play with milan and if i want to take regen on approach i must give him around 10k wage for hot prospect status to sign him, if i offer lower they just accept to stay at they club

Out of interest who are you managing?

In the past I have always found German regens don't like to move. Even when I was managing a team like Barca or Man United they didn't want to move and I assumed that maybe German regens had a high loyality stat. Currently managing Bayern and at first regen date and struggling to sign any decent German regens even from teams that are at bottom of league.

On the plus side in my intake I got four 4.5 star and a 3.5 star regens! (H)

The way I get around this is obviously offer them a decent wage, but then 'after 10 international appearences' put it to the max you can.

Basically sell them lies! Make them a key player etc - it doesn't matter if they'll be annoyed with you for a bit, they'll get over it.

Carefull with this. If you **** them off it does matter especially with morale being more important this year. Also when you have them as Key, First or Rotation you won't be able to tutor them

I'm managing Chelsea. In a previous save with them (before 14.3) I ended up signing about 50 regens in a single youth intake with no problem (a lot i know) but now I struggle to get one and one's I do get aren't that good.
 
So you're trying to sign regens on "regen day" without them signing a professional contract with their own club yet? This was an intentional change made by SI (in 14.3, I think) that made a youngster rather want to sign his first professional contract with the club he spawned/started at. After that, he'll be much more open to moving.
