Just curious. What would happen if I kept a player like Viktor Fischer in my under 21's team for a few seasons and probably, most likely never played him in the first team?

Would his attributes drop? I've always wondered!
 
depends if he has a fixed PA or not, if it is a PA of -9, -10. then the longer you delay his development or any heavy injuries he may incur, it will not aid him what so ever. Best thing to do is put him on a heavy individual training schedule of a role of your choice and every now and again let him have the last 15-20 minutes of a match on the pitch. That way he developes and not overly bothering you at the same time, alternatively, you could loan him out, but do your research! loan hom out to clubs with decent training facilities to maximise his stat rising whilst away.
 
I tend to put the player in my Senior team, but make him available for my U21 or U19 team for 60 minutes. That waym he gets regular playing time, but I also have him available on my bench to sub late in games and start randomly as well. If you plan to keep the player in the U-21, make sure you have another player tutor them as well.
 
If you just kept him there without loaning him out or giving him first team football he'd just improve slowly.
Depending on the level of your staff and training facilities his improvement would vary but he'd improve less than if you tutored and played him.
