How good are your scouts, Do they have knowledge of the country they are playing in and what are the standard of the facilities of the club they are at?
All of these things affect the scouting report.
I've also found that the standard of the league may affect the report as well. I scouted Frasier Forster in my Liverpool save, rated 2 star, yet 3 months into the save and he's been booted up to a 3 star keeper.

Star ratings are always in comparison to the squad you currently have. Also, remember that each player has a variable PA rating: when you start a new save, they might only have a 155 rating where before they were 175. And also what Brendn said, it's important to send scouts to a country who have knowledge of that country, or keep them there long enough to develop the knowledge.

it's very imporatn to rememebr that a scout will only show a players PA in relation to the facilities available to him and how competitive the league is.
I.e. It doesn't matter how good the kid is, if the facilities are ****, no one is going to notice how good he is since he don't have the tools to shine.
I've also noticed that if the diference between his CA and PA is a lot, they will be unreliable reports. Once you sing him, he trains at your (better facilities) and play in your leagues, the coaches will evaluate him and give him better ratings in relation to the players around him.
