Won't let me add teams into cup competition

I'm trying to create a new cup competition for the english league but it won't let me do it at all, I go into Nation Rules - England to add my cup, I click on Cup and then Add. I choose the compeition type which is 'Other Cup'. Then I choose my competition which I put in. I click Next. Where I get told to add teams. I click Add. And it won't let me put in a division. Does anyone know why?
