Work permit help on lower teams

I am currently managing Fleetwood in the NPower League 1. I got promoted twice in 2 years, and now i'm looking to build a squad with high potential youngsters. I found lots of free transfer regens from USA,Nigeria,Belarus and Argentina. The problem is that these are non EU Nations and can't get their work permit. Is there any option (apart cheating) that it'll increase my chance to sign the players?
