Work Permit issues with an amateur club

I am managing an amateur club and want to sign Victorien Angban on a free transfer, only he does not get a work permit. Unfortunately I am unable to loan him out as he is only on an amateur contract. Any ideas how to get around this issue?

You just can't sign him. If you're a team offering amateur contracts the player will be a no where near good enough quality player to qualify for one.
