Work permit problem

I've tried to get Amr Zaki to Huddersfield but the deal was turned off because of work permit, how can i tackle this? if i upper his wages will it make any difference?

You can't. Just keep trying until he gets one. If you try enough times they eventually get one..
Of course there is always FMRTE
