I tried to sign an uncapped Argentinian player from CSKA Moscow. However, his work permit was turned down. I am also manager of Argentina, so I was wondering, if I was to select this player for his country a few times, would his work permit be granted in the future and I could loan him elsewhere in the meantime?
 
Its possible you could increase the chances. Do you have a feeder club he is eligible for?

Technically yes, you'd have to actually play him for your Argentina squad though, most countries work permits are based on the percentages of games played in the last 10 or so international games.
 
yes you need a certain % of international games in the past 2-3 years, and then he would get an automatic work permit.

Depends on the country, I tried to get Mohamed Salah even with 21 international appearances he can't get a work permit
