Work Permit

Hey, so I'm just starting with Leeds United and I'm slowly getting in some decent players from free transfers and such and I have this massive cockblock being called work permit. I have these EXCELLENT players which can't seem to get a work permit, because of this random generator thing or so I feel. What my question is, can I somehow get them a work permit or am I screwed?

always a stumbling block but sometimes you can still sign a player without a wp but you would have to send them out on loan to get 1

And how would I be able to send someone out on a loan if the deal is always broken after he fails to get a work permit?
