I need help understanding work permits and how they work. I normally play within the BPL. And don't need to have transfers get work permits. Only when I try to bring in foreign talent. Is this how it is for every league? For example if I played with Barcelona in the BBVA, would a transfer target from England need a work permit? And going about the permits, I've never had one successfully completed despite appealing it. Is it random? Or is there something you can do about it? Thanks!

It's much like real life. Players with an EU citizenship can play anywhere in the EU without a permit. (Pretty much most of Europe right now).

You will need permits for non-EU citizens though, but they are usually accepted when you appeal.

Only England and Holland require work permits. Do you need to know what it takes for a player to get a work permit?

The forigne player needs to have played in 50%-75% of the last few international matches (can't remember the number) to imediatly get a work permit but you can just get a feeder club in Croatia/Belgium and send them there for 3/4 years.

South American players only need to reside in Spain for 2 years to gain Spanish citizenship though and they should qualify that way if you get a Spanish feeder club (never tried that but I can't see why it wouldn't work)
