Work Permits

So jut after some no n work permits in FM17. I've signed a player and can't get a work permit for him, it keeps being rejected as his country isn't ranked highly enough (or words to that effect).

So my question are a) Does his mean no mater who god he is or how many caps he gets he will never get a work permit because of him being from a smaller nation?

If so does anyone know what ranking a country needs to be before they are highly enough to get UK work permit?

I'd be curious to know this too. I'm managing Tottenham and signed the Brazilian midfielder Everton 2 seasons ago. I still haven't managed to get a work permit for him. He's been loaned out to Grasshoppers for 2 seasons.

Not sure whether to keep going with him, or just sell him now.
