Young player joining date keeps extending

So i signed a 15 year old wonderkid from south america a few seasons ago and he was due to sign on a specific date(cant remember what) but when it got to the date it was extended by a year. Anyone know the reason for this? It might be something to do with the work permit but im not sure?

Footballers outside of Europe need to be 18+ until they can play for a club within Europe. You need to wait until they're 18 before they can join you.
