young players progress rate deteriorating

i use FM Scout just to keep an eye on my younger players and making sure they're developing and their progress stars remain 3 or above..

i'm signing youngers 16 plus either loaning them out or playing them in cup games but after like 1-2 years their progress rate deteriorates.. can someone tell me why?

my training facilities are the best they can be.. i was maybe thinking it might be because i'm playing them out of their depth? but their average ratings in games are fine...

Does that not make sense? After a couple of years they will have improved quite a bit and therefore their CA is much closer to their PA. So with less to grow they will grow slower. Then by the time they hit 21-23 they should be in and around their peak stats with little room left to grow.
