Youth Facilities delay and delay again

I manage on FC Andorra has already been in the year 2019 In 2018 ,my new president club approved development youth facilities project and will be finished in November 2019 Suddenly,in August 2019 the project to delay 1 year without any information in a box. This incident has been my experience since the year 2015 with ex president club What causes development youth facilities project always delay 1 year? And this is usually 3 months before the project was completed in every year Please answer my question. I have been frustrated with this kind of incident :'(
