I see some teams have Under 21's as well as Under 18's

Is it possible to make an under 21's Because i'm playing as Chelsea and i have players who aren't good enough for the first team but are still good.

why dont you just use the reserve team? Nothing wrong with leaving them in the first team squad and putting them all avalaible for reserve games and every so often playing them in the cup or leaving them on the bench for potentially easy games

Hmm... Yeh i was just wondering if i could put all my under 21's in one squad where they play all the time

You would have to create an U21's league in the editor, as well as U21 sides for all the clubs you wanted to play in it, which would probably mean recreating the entire national ruleset and league setup for England, which is one **** of a task.

Chelsea Reserves play in the Reserve league anyway, why not just limit your reserve squad to U21's only and sell/release/loan any players who are too old, or promote them to the first team squad if you need them as backup?
