youth transfers

hi guys,
im trying to buy a youth player that looks like he is going to turn out into a great player. so the transfer was accepted but it wont go through for another 4 seasons. this has happened for quite a few of the youngsters ive tried to bring to the club.

is there any reason why this happens and can it be avoided?

Quite allot of leagues have a rule that states players cannot sign/move to a foreign team until they are 18. Brazil and Turkey spring to mind.
 
It has happened to me too. Not for 4 years though, but 2 and 3 years.
I suppose it can have something to do with the rules of the country he's in, saying he can't be a professional abroad until he's (x) years old.
Nevertheless, I would have liked to get a warning/notice when negotiating a deal for such a player. All it says (until the deal is done) is "transfer date: next available" or something like that. I really don't know the rules of every league in the world...

if you look in the box on the top right when making the bid then it should tell you the date he will sign.
